When seen clearly, Mayor Leighton could go a long way in clearing himself if he did one simple thing. FOLLOW THE CITY CONTRACT. That's it!
The Mayor’s refusal to take away the monopoly that he’s illicitly granted to Leo Glodzik (LAG Towing) is puzzling at best and patently criminal at its worst. We aren’t talking about “chump change.” A city breaking a contract with $ millions at stake (over 6 years) is deadly serious business. The Mayor won't adjust the monopoly pricing and Police Chief Dessoye isn't demanding inventories (part of contract).
It is complete insane to continue breaking a contract with everybody watching.
So I would say to the Mayor and city, "Don't expect citizens to back off when you act insanely. We aren't stupid. We know something is going on."
The uncomfortable question that must be asked is WHY?
Why don't they enforce it? What are they afraid of?
Are they afraid of Leo Glodzik? What does Leo "have" on them that they grant unearned favor to him?
Are kickbacks involved? If so, how much?
If kickbacks are not involved, then why the sweetheart property deals (10 cents on dollar), the monopoly status, and payment of $702,000 over 2 years to Glodzik. There have probably been more payments to him ... but I can't get straight information because the city lies on their "right-to-know" responses (more later).
I estimate approximately $7,000,000 has been run through Leo Glodzik in terms of
1) potential property deals (some have been completed; some are in limbo)
2) $702,000 paid to him directly (61 payments over 2 years…are there payments since?)
3) Monopoly profits in the $ millions from towing
When one sees the unbelievable (and illegal) favor to Leo Glodzik, and the city's stubborn stance to maintain his monopoly power, one can only conclude kickbacks are being hidden. If you can think of another probable circumstance - please tell me.
Glodzik stands as the perfect “kickback” partner:
1) We know that “loose lips sinks ships.” Running money through one individual helps assure secrecy.
2) Money can be run through (laundered) LAG in many ways (see 1,2, and 3 above)
