Please let me walk you through the 3 facets of a bribe.
1) Persuading someone or some people to act in one's favor This is confirmed by the favor Leo Glodzik of LAG Towing receives from Mayor Thomas Leighton and police chief Gerard Dessoye (the favor of being allowed to run LAG as a monopoly while "giving Glodzik a pass" on six years of reporting requirements).
2) By a gift of money or other inducement This is confirmed by the $50,050 that Glodzik annually gives to city, plus $10,400 in campaign money, plus whatever else he gives (kicks) back. This money serves as an inducement for the Mayor and police chief to break the terms of the contract.
3) In an illegal or dishonest way This is confirmed by the Mayor and Police Chief illegally breaking the city contract for 77 straight months. The contract clearly states that prices are to be reasonable & according to the industry generally. The contract is severely broken in at least five ways.
a) Leighton has allowed predatory pricing of $250 and higher to for a tow. This is three times the norm. I asked a competitor (Falzones) what they would charge for a local tow at night. Their answer? 55 dollars!
b) Leighton has also allowed impound fees of $50 which are double the average.
c) LAG price gouges insurance companies $500 and higher for tows
d) Cars that have been illegally seized through predatory pricing have been sold or crushed.
e) Chief Dessoye is to receive monthly inventories. He has received none in 77 months. This puts LAG towing in default for over 6 years. The chief overlooks this and maintains the city contract.
There you have it. Bribery exists.
Glodzik pays $50,050 to induce the Mayor and police chief to break the towing contract.
LAG Towing in turn is granted a monopoly.
